Improving cybersecurity in Tunisia

Earlier this month the Council of Europe office in Tunis and DCAF organized a national conference on the links between cybersecurity and cybercrime. The event brought together key national actors for an in-depth reflection on current cybersec practices in Tunisia and new measures that would strengthen inter-institutional coordination and harmonize national practices with international standards. The discussions also highlighted the need to promote robust public-private partnerships to provide an effective and innovative strategic response to emerging cybersecurity challenges. This project is funded through the Trust Fund for North Africa.

Preventing ill-treatment of prisoners and detainees in Lebanon

With the Lebanese Center for Human Rights, we recently hosted a roundtable on improving oversight of the justice system in Lebanon to help prevent torture and other forms of ill-treatment. Representatives of the armed forces, government ministries, and internal security services as well as the National Human Rights Commission reviewed current Law No. 65 on the Punishment of Torture, and legislative gaps that require filling in order to align Lebanese laws with international standards. The roundtable promoted cooperation for protecting the human rights of detainees and prisoners and the goal of a fairer justice system in Lebanon. DCAF has been working in Lebanon for many years supporting the government’s initiatives to improve governance of the security sector.

Strenthening conflict analysis skills in Ukraine

DCAF, in collaboration with NATO’s Defence Education Enhancement Programme and the Ukrainian Ministry of Defence, organized a comprehensive training on conflict analysis for representatives of the country’s defence education institutions. Through case studies and scenario planning, participants analysed conflict dynamics with such tools as ‘needs-fears mapping’ which tries to predict behaviour by identifying the issues, interests, needs, fears, means, and options of all parties to the conflict. This work is part of our project supporting defense reform initiatives in Ukraine.

Building widespread knowledge on SSG/R in North Macedonia

We recently launched a ‘train the trainers’ process to empower North Macedonian parliamentary staff, civil society organizations, and media professionals with essential skills and advanced knowledge of SSG/R. By creating a pool of trainers to educate and inform others within their institutions, organizations, and networks, we aim to generate a more overall informed and engaged approach with the ongoing reform processes in the country’s security sector.
