This report has been produced by DCAF and Centre d’Études en Droits Humains et Démocratie (CEDHD), in collaboration with the General Delegation for Prison Administration and Reintegration (DGAPR) of Morocco.
The report analyses the current situation in Moroccan prisons and public policies related to the penitentiary system from a human rights approach during the period 2016-2020, and takes stock of the progress made, remaining challenges and penitentiary reform needs.
It adopts a multidisciplinary and comparative approach, crossing the analysis of international commitments, national legislation, with an analysis of public policies, including criminal policy.
