Security assistance by the United States and Europe into the Middle East and North Africa (MENA) region has yielded limited successes in the past two decades. Present-day prospects for security sector reform in the region are affected by these dynamics, which merit unpacking.
Tackling these important topics, the authors of this state-of-the-art assessment evaluate the costs and benefits to the main providers and recipients of security assistance in the MENA region and explore alternative strategies to improve outcomes for both.
