Ombudsperson establishes secure, direct phone line so that inmates can file complaints in Costa Rica

In Costa Rica, the Defensoria de los Habitantes (Ombudsperson) has established a secure phone line that allows inmates to directly file complaints related to detention conditions.

This initiative assists inmates in resolving individual issues, but also helps the Defensoria identify patterns of recurring grievances. When such patterns are observed, a broader analysis or investigation may be launched, and recommendations for corrective action can be proposed.

This is an example of how ombuds institutions can contribute to SDG 16.6 by improving accountability in prison systems, and to SDG 16.3 by facilitating access to justice.
