Ombudsperson analyses data to identify 'hotspots' and mitigate grievances in Costa Rica

In Costa Rica, the Defensoria de los Habitantes (Ombudsperson) handles large amounts of data, which it uses to proactively identify 'hotspots' of social grievance and develop the means to resolve these grievances before they snowball into larger disputes.

For example, the Ombudsperson has developed a so-called 'thermometer' to evaluate public complaints within regions, to address local problems before they escalate. This can help determine which groups may benefit from the services of the Ombudsperson, and also identify vulnerable and marginalized groups, thereby ensuring access to justice for all.
