Although private military and security companies (PMSCs) represent a thriving business in Madagascar today, this industry is not specifically regulated within the Malagasy national legal framework. The objective of the study on the military and private security industry in Madagascar is to provide a documentary basis for governmental actors to support them in the development of a regulation of the private security sector. This study contains an analysis of the risks and challenges related to the respect of human rights and identifies the legal and regulatory framework governing the activities of private security companies (PSCs).
