This Guidance Note was produced by DCAF in its capacity as the Chair of the Security Sector Reform Working Group (SSR WG) of the Partnership for Peace Consortium (PfPC).

The note looks at the possibility of restoring military courts in Ukraine in light of recent international practice; provides related recommendations, and explores how lessons learnt and recent trends in Military Justice can guide the drafting of related legislation on Military Justice.

It is primarily addressed to parliamentarians, civil servants, legal experts, nongovernmental organizations and other actors involved in drafting or amending military justice legislation. It may also serve as a useful reference tool for researchers, students, and security officials interested in security sector legislation in Ukraine and the wider region.
