This guidebook provides concise information on Status-of-Forces Agreements (SOFAs) with a view to assist in their negotiation. It includes an inventory of relevant questions, discusses possible solutions, and offers expertise for the preparation and adoption of relevant texts. Those negotiations are an important step in the decision whether to deploy military forces on foreign territory or to receive foreign troops in oneâs own country. Parties to the negotiations should identify and freely discuss all relevant issues and develop practical solutions. For SOFAs, however, a lack of experience, on one side or both sides, often affects negotiations. This guidebook seeks to provide the basis to start negotiations on an even and informed footing.
