COP29 - UN Climate Change Conference
DCAF will participate in several events at the UN Climate Change Conference in Baku.

About the event: To best serve their respective States and peoples during the climate crisis, national security sectors require urgent strengthening to mitigate, adapt, respond to and cooperate during the climate crisis. This is both an operational imperative and, in the context of the Paris Agreement, a necessity to effectively fulfil their respective State’s legal and/or moral obligations under international climate and human rights law. This event will showcase recent developments in this area, drawing on the experience of international organisations and United Nations Member States, for the benefit of COP29 participants, with a view to stimulating urgent action in this important area.”
On the basis of newly released United Nations guidance on climate and security sector reform and governance (SSR&G), this event will also advocate for urgent action ‘on the ground’, in particular in the areas of mitigation, adaption, response and cooperation, before, in the words of the United Nations Secretary-General, “we are out of road and time”.

"Transparent military emissions reporting and the path to military decarbonisation"

About the event: Estimates suggest that militaries are responsible for 5.5% of global emissions but the sector is largely overlooked within COP. Speakers will highlight progress in this area, explore challenges of military decarbonisation and present a way forward for dealing with military emissions under the United Nations Framework Convention on Climate Change (UNFCCC).

"Building a climate-resilient city: people-centered preparedness, crisis management & urban security"

About the event: Urban spaces with their high concentration of people are among the most vulnerable to climate disasters. Examples from different cities will show how innovative urban design and infrastructure, and multi-stakeholder disaster risk governance can increase community resilience and urban security.
