‘In the era of digital communication, it is essential to provide communication channels available that encourage participation and social oversight. This includes the work of the institutions of the security sector, with the objective of fostering public trust and an open dialogue that strengthens governance’.

Communication management is an important task for security sector institutions. Institutional media, whether offline or online, become instruments that convey the objectives and results of institutions to partners and the public.

This Guide specifically develops the communication campaigns component outlined in the Guide to develop, share and effectively implement communication plans for agencies and institutions of the Security Sector (2021).

Communication campaigns are tools within strategic communication plans that allow opening and maintaining spaces for dialogue with target audiences and the permanent flow of information. Communication management has a direct impact on the generation of confidence.

These two documents are complementary guides that provide lessons learned and tools to guide personnel in charge of communication units of security sector agencies and external oversight institutions for the elaboration of diagnoses, plans of strategic communication and their socialization, as well as the implementation of communication campaigns.

In addition, this Guide seeks to increase awareness of the importance of communication in institutions of the security sector and the need to promote it from the highest level of decision-making
