Analytical Paper: Evaluating the procedures and capabilities of the complaints system in handling anti-corruption cases

DCAF played a prominent role in supporting the Palestinian civil and security institutions through various and continuous programs. Some of the most prominent were assisting the development and approval of the complaints regulations No. (8) 2016, building the capacities of workers in the governmental complaints units and conducting community awareness activities.  

This assessment was prepared in cooperation with local legal experts of the Ministry of Interior and the complaints units of the security institutions. It aims to describe the reality of the complaints units in the security institutions and the analyses to what extent they are linked to the integrity and anti-corruption system.

The report covers five sections:

  • international agreements, legal frameworks, national plans, and the harmony between them;
  • institutional structure of the complaints units in the security institution;
  • the legal structure of complaints units in the security institution;
  • the relationship of complaints units with other directorates and departments within the security institution;
  • the relationship of complaints units in the security institution with official and community institutions.

Several recommendations were formulated to emphasize on the necessity of reviewing and developing the organizational structure of complaints units, and the subordination of these units to the Head of the institution directly. As for the recommendations at the legal level, the importance of having legislations and laws for a variety of security institutions to contribute in defining responsibilities and developing regulations.
