This document addresses one of the most important issues in the context of good security sector governance in the Latin American context, which is accountability on the use of force by the police and law enforcement actors.

It also identifies whether the rules are met, through an independent supervision and emphasizes the importance of the security sector actors acting within the legal and ethical limits, so their actions remain always in compliance with the security and public order functions.
