Not Another Workshop! The Missing Policy Piece to Transform Activities into Capacities

Workshops, seminars, and exercises are learning tools used in cybersecurity capacity-building initiatives. These activities are designed to equip participants with the skills and knowledge needed to perform their roles effectively. Typically, they aim to address specific skill or knowledge gaps identified among participants.
However, cybersecurity capacity-building projects often dedicate substantial time and resources to training large groups without achieving lasting results. When outcomes fall short, the lack of impact is frequently attributed to factors such as participants’ insufficient commitment to applying their new skills, limited resources, or a “lack of political will”.
• Can workshops, seminars, exercises, and similar learning events drive a meaningful change? If yes, how?
• How can addressing the broader contextual factors make these activities be more impactful?
