Teodora Fuior has over 15 years' experience in parliamentary development and Security Sector Reform and Governance (SSRG), both as a practitioner and a researcher. Since 2011, Teodora has been on the staff of DCAF, coordinating the implementation of SSRG projects in Southeast Europe, with a focus on democratic consolidation in Bosnia-Herzegovina and Montenegro. Her tasks include project design, implementation, monitoring and evaluation. From 2009 to 2010, Teodora worked in the Central African Republic, as a member of the multidisciplinary EU - UNDP team assigned to assist the government in the implementation of security sector reform. From 2005-2008, she was a visiting fellow with the DCAF Research Department, writing on good practices in the areas of democratic oversight, the democratic deficit of international military and police missions, security budgeting oversight and intelligence oversight. From 2001 to 2005, Teodora was Advisor to the Committee for Defense, Public Order and National Security in the Lower Chamber of the Romanian Parliament. In this capacity, she participated in the development and implementation of the major legislative reforms that preceded Romania's Euro-Atlantic integration. She has completed post-graduate studies in international relations, diplomacy and strategic management of national security, obtaining a PhD from the National Defense University in Bucharest with a doctoral thesis on Security Sector Reform and Democratization in Post-Conflict Countries. Teodora has been active as a speaker and facilitator at conferences, workshops and training sessions in more than 20 countries. She is fluent in Romanian, English, French and Spanish.
