In South Africa, the African Policing Oversight Forum (APCOF) has provided technical support to the African Union (AU) by helping to devise guidelines and standards based on existing legal and political agreements.
For example, based on the African Charter on Human and People's Rights (ACHPR), the APCOF participated in developing standards on freedom from arbitrary arrest and detention. The resulting document, known as the Luanda Guidelines, offers operational guidance to African states on how to uphold human rights obligations in the context of policing and outlines a comprehensive oversight and accountability architecture, directly contributing to SDG target 16.3 on access to justice and more broadly to targets 16.6 and 16.10.
