This publication offers the proceedings of Conference 7 on Security Sector Governance in Ukraine. The conference addressed Ukraine’s Civilian Security Sector: Reforms’ Progress and Challenges. The objectives of this event were to identify current reform priorities and challenges; pinpoint weaknesses in oversight structures and relevant solutions; determine relevant lessons learned and best practices; and define capacity development needs. The Civilian Security Sector in Ukraine embraces a wide range of the national non-military structures including but not limited to law-enforcement and rule of law agencies. Key roles in civil security issues belong to Parliament, civil society and Media, which support and control activities of the Civilian Security Sector.
