The Status of Forces Agreement

Abstract

A Status of Forces Agreement (SOFA) is a legal framework that defines the position and the modus operandi of a foreign military force in a host state’s territory. Often bilateral, it can also be of multilateral character, such as for instance the NATO SOFA between all member states. There is no uniform or standard format for the document, which can vary in length and specificity.
