For our Middle East and North Africa Division, we are looking for a dynamic and competent individual to be our next:

Programme Manager – Libya (100%)

 

Location:                            Tunis (with possible relocation to Tripoli as conditions permit)

Starting date:                     July 2018 or upon agreement

Duration:                            12 months, with possibility of extension

 

The role 

Reporting directly to the North Africa Desk of DCAF’s Operations Middle East and North Africa Division at its headquarters, the Programme Manager is responsible for overseeing the Libya portfolio.

 

Key areas of operation:

His/her duties and responsibilities shall include, but not be limited to, the following:

  • Manage and develop DCAF’s programme related to Libyan security sector reform, including designing, planning, implementing, monitoring and evaluating projects
  • Oversee all organisational, administrative and financial aspects of programme management
  • Develop projects, plans, proposals, reports, budgets and strategies to meet planned objectives
  • Represent DCAF at events related to Libya as requested; liaise, coordinate and negotiate with all relevant international and Libyan stakeholders. If security conditions are met, conduct missions in Libya to liaise with national authorities, police and security forces, community leaders, civil society, media and international stakeholders.
  • In coordination with Geneva staff, liaise with donors on Libya and support fundraising activities.

 

YOUR EXPERIENCE

Education, knowledge and experience

  • An advanced degree in political or social sciences, business administration, public administration, law, development, or related fields
  • A minimum of 7 years relevant work experience, preferably on security sector reform and good governance in the MENA region and/or in/on Libya
  • A minimum of 5 years of experience in project management, including experience managing multiple grants/budgets, staff (both operations and support staff) and programmes
  • Proven programme management and substantive experience in areas such as security sector reform, disarmament, demobilisation and reintegration, good governance, rule of law, public administration, criminal justice reform
  • Excellent command of both oral and written English; knowledge of Arabic is preferred distinct advantage

  • Strong analytical skills
  • Ability to manage multiple tasks and meet objectives against tight deadlines
  • Ability to work under pressure and manage stressful situations/conditions
  • Cultural sensitivity and familiarity with the Arab world
