Paulo Costa is the Head of the Police Program. He holds the overall responsibility for the conceptualization, development and implementation of DCAF assistance projects in the area of police reform in Southeast Europe. He also contributes to the conceptualization and implementation of police assistance projects in other regions where DCAF is active, provides relevant expert advice to DCAF staff and supports internal coordination of police reform related activities and approaches.
Prior to joining DCAF, Paulo worked as Head of Police Department at the Organization for Security and Cooperation in Europe (OSCE). Other international jobs include Police Education Program Manager, Training Coordinator and Police Trainer at the OSCE. He also worked for United Nations International Police Task Force. He provided consultancy services for Council of Europe and International Organization for Migration on Adult Education and Learning Methods. He was a Police Chief in Portugal.
Currently enrolled in Masters Studies in Business Administration, he holds a Police Management and Leadership degree. Other studies and competencies include Adult Education and Learning Methods, Organizational Behavior, Change Management and Diplomatic and Negotiation Skills. He co-authored a Train-the Trainers course and developed curricula for several Specialized Police Training courses.
