Programme Manager, Public-Private Partnerships Division

Jean-Michel Rousseau is a Programme Manager within the Public-Private Partnerships Division at the Geneva Centre for the Democratic Control of Armed Forces (DCAF).

He is responsible for the divisional activities to strengthen private security regulation in Latin America and the Caribbean. He also engages across the Division to reinforce strategic and programme management approaches and capacities.

Prior to joining the Public Private Partnerships Division, Jean-Michel was Head of the North Africa desk at DCAF's Middle East and North Africa Division, a position in which he coordinated DCAF's operations in Egypt, Libya, Morocco, and Tunisia. He has worked, and continues to work, as a strategy, governance, and organizational development consultant worldwide. He has also worked for GIZ in Colombia, among other issues on transitional justice, DDR, and risk management.

Jean-Michel studied at Sciences Po Paris, Georgetown University, and the University of Oxford's Saäd Business School. He has taught at the Geneva Centre for Security Policy (GCSP) and at the Universidad Externado de Colombia.
