The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. For our office in Ramallah, we are looking for an exceptional leader to be our next:

Head of Office (100 %)

Location:                           Ramallah, occupied Palestinian territories (oPt)

Starting date:                   1 November 2018 or upon agreement

Duration:                           unlimited

 

The role (including but not limited to)           

  • Development and implementation of DCAF’s operational strategy in oPt
  • Conceptualization, design, development and management of projects/programs related to security sector and justice sector governance, including analysis, evaluation, monitoring and reporting, budgeting and financial management
  • Lead, manage and motivate a team of international and local staff as well as visiting experts
  • Provide substantive input into DCAFs project/programmes
  • Management of the day-to-day operations of the office
  • Act as the representative of DCAF at country level as well as in diplomatic settings: relations with high level officials, authorities, partners and donors

Your experience

  • 10 years progressive leadership and management experience in an international setting, with a minimum of 5 years as Head of Office or in a similar capacity.
  • Previous experience working in the Middle East or North Africa would be a distinctive advantage
  • Understanding and knowledge of the security sector governance, media, civil society, rule of law and/or other governance and reform processes
  • Excellent command of English (both written and spoken). Knowledge of French is an asset
  • Knowledge of Arabic would be a distinctive asset
  • Strong planning and analytical skills
  • Diplomatic and negotiation skills
  • Cultural sensitivity and familiarity with the Arab region
  • An advanced university degree in development, security, international relations, law, business management, public administration or a related field
