The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. For our Human Resources Unit, we are looking for an exceptional leader to be our next:

Head of HR (100 %)

Location:                            Geneva

Starting date:                   1 April 2019 or as soon as possible

Duration:                             unlimited

The role

Reporting to the Head of Resources Department, the Head of HR will oversee the management of Human Resources. Tasks include:

  • Assume overall responsibility for the management of DCAF HR Unit
  • Lead a team of 3 staff
  • Control and supervise all the HR administrative work including payroll
  • Further develop and implement DCAF’s HR policies, procedures and practices such as induction programme, welcome booklet and staff rules and regulations
  • Ensure compliance with local legislation (Switzerland and in the field offices) as well as GDPR, and liaise with the lawyer in case of litigation
  • Participate actively in the recruitment of senior positions
  • Improve the performance management process and develop related tools
  • Develop and implement a training and development strategy as well as a competence/talent management system
  • Create key performance indicators
  • Is responsible of the staff health file and the prevention of psychosocial risks
  • Conduct exit interviews and make recommendations to the senior management
  • Is in charge of all HR related internal communication with the Communications Manager’s support 

Your experience

  • At least 10 years’ experience in a similar role
  • Experience in national or international public sector organizations
  • Master’s degree in Human Resources
  • Familiarity with Swiss labour law
  • Excellent English and French (both written and spoken)
  • Experience and skills in staff management
  • Strong interpersonal and communication skills
  • Proven track record and a high level of comfort with driving innovation and leading organizational change in an international and multicultural environment
  • Ability to work with colleagues across the organization and find solutions that meet their needs
  • « Roll up your sleeves » and can-do attitude, energetic, forward-thinking leader with strong ability to multi-task
  • Excellent business acumen and strong client focus
