Operating on a demand basis, DCAF currently prioritises programming in Ukraine, Georgia and Armenia, with smaller projects undertaken in Kyrgyzstan and Tajikistan.
Programming focuses on developing the capacity of democratic institutions, government, civil society, ombuds institutions, and the media to perform democratic oversight functions, as well as addressing defence, intelligence and law enforcement reform issues.
In recent years, DCAF has placed a particular focus on parliamentary capacity development, anti-corruption and integrity programming, as well as defence and intelligence reform issues.
DCAF’s current partners at regional and national levels include OSCE ODIHR, OSCE national offices, NATO Liaison Offices, NATO Partnership for Peace and the NATO Parliamentary Assembly. DCAF also cooperates closely with GICHD in Ukraine.
