DCAF-NATO Partnership Action Plan on Defence Institution Building (PAP-DIB)
Building democratically responsible defence institutions - this is one of the long standing priorities within the Partnership for Peace. Since the Istanbul Summit 2004, the manifold activities in this common endeavour have a jointly agreed conceptual framework: the Partnership Action Plan on Defence Institution Building. The PAP-DIB Programme gives clear guidance on way to develop and consolidate democratically accountable and managerially effective defence institutions.
The Advanced Distance Learning (ADL) course on Partnership Action Plan - Defence Institution Building (PAP-DIB), a cooperation between DCAF, GCSP and the ISN, was officially launched as a Swiss contribution to PfP at the NATO Partnership for Peace Planning Symposium in Oberammergau on 22-23 January 2008.
The course, which is available online under http://www.pap-dib.ethz.ch, as well as from CDROM, met with high interest, especially from participants from target countries in SEE, SC, CA and NATO MedDialogue and Partner countries. Request were made for translation to Russian and Ukrainian.
