Organisation for Economic Co-operation and Development
The Organisation for Economic Cooperation and Development's Development Assistance Committee (OECD DAC) has played a key role in the development of international policy frameworks for SSR. The OECD DAC has also sought to address gaps between SSR policy and practice through the development in 2007 of a Handbook on Security System Reform.
DCAF is strongly committed to supporting the work of the OECD DAC in the SSR field. DCAF contributed to the development of the Handbook by authoring Section 7.1 on 'Democratic Oversight and Accountability' and Section 9 on 'Integrating Gender Awareness and Equality'. DCAF was also a member of the project's Critical Review Panel. DCAF's ISSAT has supported the OECD Secretariat to mainstream key findings from the Handbook through jointly undertaking in-country consultations in Burundi, the Central African Republic, Guinea Bissau and Bolivia. The OECD DAC and DCAF have also co-authored a report on 'Security System Reform: What have we Learned?' , drawing lessons from the implementation and dissemination of the SSR Handbook since its launch.
